George Mason University is an R1 Research University with sponsored awards exceeding $175 million in FY 2019. OSP supports external funding for research, scholarly and creative pursuits while ensuring the university's financial, contractual and regulatory exposures are minimized. OSP provides guidance and support to the university's community in its research efforts.
The Contracts Manager will support the research efforts of Mason faculty working in the Rapid Prototyping Research Center (RPRC) in the Volgenau School of Engineering. The RPRC is a rapidly growing, high volume research center supporting classified and unclassified Department of Defense efforts.
Draft, review and negotiate contract and subcontract terms and conditions to ensure they are in compliance with university, state and federal requirements;
Have a good working knowledge of regulatory requirements involving data protection and security, including but not limited to, classified research regulations, controlled unclassified information regulations, NIST security requirements and other areas involving data protection and security;
Draft, review and negotiate data use agreements, non-disclosure agreements, teaming agreements and memoranda of understanding on behalf of the University;
Coordinate with researchers, foreign and domestic sponsors, and internal Mason units, to ensure all safeguards are put into place for compliance with these federal requirements prior to acceptance of the award.
Must have at least 10 years of demonstrated experience in contract management in either a university or industry, with at least 5 years managing contracts with the Department of Defense;
Must be highly knowledgeable about federal rules and regulations related to federal contracting, primarily Department of Defense contracting;
Experience with Virginia state and university rules and regulations related to federal contracting is a plus;
Must have highly developed time-management, problem-resolution and organizational skills;
Ability to foster an environment that supports teamwork, collaboration, and high-quality customer service;
Must possess outstanding oral and written communication skills and strong attention to detail.
The Applicant must have a master's degree or equivalent experience, be a citizen of the United States, and hold an active U.S. government secret clearance.
