DEHESA SCHOOL DISTRICT Position Description TITLE: Superintendent/Chief Business Official DEPARTMENT: Administration REPORTS TO: Governing Board GENERAL SUMMARY The Superintendent/ Chief Business Official is directly responsible to the Governing Board, serves as Chief Executive Officer of the District, serves as Secretary to the Board and supervises all District operations in accordance with Board policies and performs other duties directly related to this class description. The Superintendent/Chief Business Official has responsibility for planning, organizing, directing and participating in the District’s accounting of income and expenditures in accordance with the public school accounting procedures. The Superintendent/Chief Business Official serves as a member of the District’s negotiating team, as Director of Transportation, as Director of Maintenance and Facilities, and may be delegated or assigned any duty or responsibility as may be required or directed by the Governing Board. PRINCIPAL DUTIES AND RESPONSIBILITIES - Advise the Board on the need for new and/or revised policies and make policy recommendations based on data and input from staff and advisory committees
- Establish administrative regulations as needed to manage the District
- Submit to the Board recommendations relative to all matters requiring Board action, together with the materials needed for informed decisions
- Report to the Board periodically on all District operations
- Conduct special studies requested by the Board and secure legal opinions when needed
- Submit to all members’ communications to the Board or to Board committees at regular Board meetings, with or without recommendations
- Provide advice and leadership to the Board and to the District’s chief negotiator during the collective bargaining process
- Prepare the agenda and be responsible for minutes of Board meetings; handle Board correspondence; and maintain all Board records, contracts, securities, and other documents
- Prepare District budget for the Board of Trustees and staff and approve all expenditures in accordance with Board policy and within Board-approved appropriation limits and develop and continually update the Board and staff on the fiscal status of District
- Interpret and implement District policy, State and Federal laws and regulations with respect to fiscal matters
- Prepare all annual financial reports for categorical, State and Federal programs
- Implement and revise budgets for new and existing programs supported by Federal and/or State money
- Prepare appropriation transfers and resolutions to borrow or transfer money
- Responsible for originating maintenance, and control of financial records for revolving cash, food service, state school building, capital facilities, foundation trust, deferred maintenance, student care, developer fees, charter school, charter reserve, and technology funds
- Responsible for all special education financial forms and being knowledgeable regarding changes in special education laws and financial implication
- Supervise the establishment of accounting procedures, revolving cash, cash clearing account and journal entries for student body records
- Responsible to remain current and implement new developments and changes in the California School Accounting Manual
- Develop and maintain current job descriptions for all personnel positions
- Establish performance objectives for all positions
- Be responsible for continuous evaluations of all personnel performance and identify appropriate opportunities for continued professional development
- Direct the employment, assignment and activities of management staff
- Select and recommend to the Board the best-qualified and most competent candidates for employment
- Advise the Board regarding the leave, classification, retirement, resignation, promotion, suspension, or dismissal of District employees
- Assign personnel within the District in accordance within Board policy and the collective bargaining agreement
- Maintain appropriate channels of communication within the District and ensure that staff is informed about relevant federal, state, and county laws, District policies, regulations and procedures; and matters related to the improvement and welfare of the schools
- Coordinate and direct special service personnel, (school psychologist, school social worker)
- Responsible for mandated training and conducting exercises when appropriate in the areas of fire and earthquake evacuation, child abuse awareness, student and employee safety, and civil defense and disaster preparedness
- Enforce compulsory attendance laws
- Continuously monitor the District instructional program and provide the Board with regular evaluations of school programs and student progress
- In collaboration with the Principal, apprise the Board of contemporary educational practices and related legislative issues by professional reading, attending conferences, and visiting other systems
- When appropriate, recommend to the Board a student’s suspension or expulsion
- Oversee special projects and programs funded from Federal, State, private, and local sources, which includes conducting and participating in Program Quality Reviews and Coordinated Compliance Reviews, along with implementation of recommendations resulting from those reviews
- Seek and identify sources of income and funding
- Submit to the Board periodic financial and budgetary reports, which identify the District‘s outstanding obligations
- Annually prepare and submit to the Board the District budget get for the upcoming year, revise this budget, or take other related action as the Board designates
- Make recommendations to the Board regarding the maintenance, safety, improvement, and/or expansion of school facilities, sites, equipment, and transportation service.
