The SEI helps advance software engineering principles and practices and serves as a national resource in software engineering, computer security, and process improvement. The SEI works closely with defense and government organizations, industry, and academia to continually improve software-intensive systems. To support SEI work requirements in the United States and around the world, SEI Financial and Business Services (FABS) manages payroll processes in compliance with the Carnegie Mellon University Business and federal government rules and regulations.
The SEI Business Services Department has an opening for an HCM Advisor to provide critical support in the area of Workday, effort reporting, bi weekly time reporting, benefits, time off reporting, redistributions and relocation. This position will ensure payroll related payments are in line with federal government requirements. The SEI has a unique Paid Time Off billing process. This position will ensure all charges are reconciled and allowable. In addition, this position will work with all relocating employees to train them on the SEI Relocation policy and manage their relocation reimbursements ensuring accuracy and allow ability of the relocation payments in accordance with the government regulations; manage the SEI's unique Online Effort Reporting System and processes to ensure complete and accurate integration of the data with the CMU Oracle Labor Distribution to ensure that all eligible employees' monthly effort reports are accounted for accurately; manage the SEI's Distribution Adjustment Request System (DARS). reconcile all transactions in Oracle; and oversee the distribution and reconciliation of SEI Human Subject payments. In addition, the incumbent will be responsible for the oversight and management of the SEI Communication Allowance process and payment process. This requires the individual to work closely with managers at all levels to ensure accurate and timely completion of all paperwork as well as tracking of allowance payments made for presentation to the SEI CFO.
Bachelor's degree with 4-8 year of work experience.

Willingness to travel to various locations to support the SEI's overall mission. This includes within the SEI and CMU community, sponsor sites, conferences, and offsite meetings on occasion.
Understand the Carnegie Mellon University Payroll process and SEI Payroll process and provide direction to new and existing employees.
Monitor Payroll deadlines and processing dates to ensure all transactions are finalized by deadline
Oversee SEI Effort System to ensure all monthly transactions are entered appropriately, timely and accurately. Maintain the specific details within the system to ensure accurate uploads to Oracle.
Support work remote assignments and temporary duty stations
Prepare payroll related distributions in the Distribution Adjustment Request System.
Prepare purchase requests and expense reports for employee relocation expenses.
Assisting with Paid Time Off (PTO) tracking and effort reporting.
Handling payroll questions including benefit, retirement and tuition
Submitting and tracking case management tickets via CMU Payroll/Work Day Team.
Exercises prudence, tact, and diplomacy in evaluating and communicating compliance requirements to SEI employees and other affiliated individuals on behalf of the SEI in recognition of the sensitive nature of situations that may impact personal finances.

Efficiently prioritize workload, make timely decisions, and take appropriate actions to ensure transactions are accurate, timely and in line with university and governmental requirements.
Interpret, understand, and apply complex concepts, principles, regulations, policies, procedures, and operating guidelines to make justifiable approval decisions and recommendations.
Determine, develop, and maintain appropriate and complete supporting documentation for governmental audits which demonstrates the justification for costs while identifying and protecting the confidentiality of private and other sensitive information.
Train and provide guidance to personnel at all levels, including one-on-one training and group presentations.
Perform mathematical calculations to determine accuracy and reasonableness of expenses.
Perform reconciliations within the online management information system.
Collect and analyze data for generating reports and metrics for presentation to upper management.
Exhibit initiative and ability to follow through on projects from initiation to completion.
Must have well-developed analytical, problem-solving, and organizational skills; strong ability to communicate clearly and tactfully both verbally and in writing; and acute attention to detail while maintaining accuracy and adherence to deadlines. A working knowledge of global payroll is highly preferred
At least 3 years of payroll experience in a university or government environment
Working knowledge of standard payroll and financial practices and procedures
Proficient usage of Microsoft Excel and Word
Hands-on experience in Workday and Oracle systems is highly preferred
