Grant Thornton Public Sector is seeking a Senior Contracts Administrator to function as a solid business advisor for the review, analysis, interpretation, and drafting of contract documents and agreements.
As a Senior Contracts Administrator, you are to apply your knowledge and provide guidance on contract methodologies to Partners, Principals, and Managing Directors (PPMDs) and Client Services by acting and serving as the lead on contract actions. You should be able to take the initiative to bring forth new procedures and applications to streamline contract processes using the experience and knowledge acquired over the years. As a Senior Contracts Administrator, Public Sector PPMDs and Client Services will look to you as the "Go-To!" person as it relates to cradle-to-grave contract matters.
Have a firm understanding of the contracts lifecycle process to include proposing, preparing and administering Federal government contracts, subcontracts, task orders, subsequent amendments, etc.
Review client solicitations; advise proposal teams on contractual matters and schedule timely proposal preparation and submission to customer. Attend and provide feedback during Gate Reviews.
Provide direction and guidance regarding pre-bid and pre-proposal inquiries.
Manage and administer a portfolio of contracts with varying agencies.
Understand the legal aspects of contracting and review and redline terms and conditions for new contracts.
Be able to process Contract Close-Outs and train the Client Services team as needed.
Draft and review correspondence, transmittal letters, and contractual related correspondence for submission to the PPMD, Client Service Teams, and Contractors for review and signature.
Be a sound business advisor to the PPMDs and Engagement Leaders.
Lead the Engagement Team in reviewing Organizational Conflicts of Interest (OCI) Plans and having the ability to determine that they meet the requirements.
Drive effective communication between multiple departments within the company.
Liaise with Legal Team, other compliance entities and program teams for review/approval of unusual or non-standard terms and conditions and other contractual documents and agreements.
Setup and participate in contract kick-off meetings and other contract related meetings and follow through on contracts related action items.
Perform day to day administration of contracts:
Coordination of administrative and material modifications to existing agreements
Regular reporting requirements
Ensure contracts remain compliant with continuously evolving company policy
Responsible for post award Contract/Subcontract administration, follow up, and general problem solving.
Manage the full range of contracting activities for the assigned categories or as requested by the management.
Provide advice and informal on-the-job training and coaching to less experienced contracting specialists.
Represent the Authority in solving problems and explaining acquisition requirements.
Firm understanding of the Cost Accounting Standards (CAS) and the "Truth In Negotiations Act" (TINA).
Hold discussions with customers, Legal, Subcontracts/Contracts and other senior management concerning contract pricing and other contractual matters.
Deliver strong project management experience and be able to project manage multiple complex projects.
Execute other duties and responsibilities as assigned at the discretion of the immediate supervisor/director.
Negotiate contract terms, conditions and prices.
Receive, evaluate and analyze Contracts and/or Subcontracts inclusive of contract terms and conditions.
Maintain close contact with customers to maintain, preserve and enhance the company's image with its customers, thus ensuring favorable long-term relationships.
Act as primary point of contact within the company to external organizations and individuals. Also serves as the primary management focal point for contract and sector/portfolio related activities and progress.
Responsible for ensuring proper document control is maintained.
Complete such other assignments as may be required from time to time by management.
A Bachelor’s degree in Business, Technical, or a related field from an accredited college or university is highly preferred
Minimum eight years of progressive experience in contracting, or combination of education and experience.
Professional certification(s) from National Contracts Management Association (NCMA) or similar organization preferred (CPCM, CFCM, CCCM, etc.)
Strong expert experiences in the proposal process and evaluations.
Strong and proven leadership experiences and ability to present and interact with executive levels.
Knowledge of Federal Department of Defense contracting preferred, including FAR/DFAR. MIL standards, and other Defense Department regulations.
Preferred private sector and consulting experiences. Strong analytical, communications, planning, interpersonal and organizational skills.
Proficient computer skills (MS Word, Excel, Outlook, PPT)
Ability to travel as required (<10%)
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
