Looking for a dynamic individual with prior Contracts Administration experience including support in a contingency environment. Responsibilities include contract management/administration activities for all assigned contract actions supported by the Middle East Service Center, Kuwait. Manages one or more major multi-million dollar contracts. Serves as the primary point of contact for all contractual communications with the customer, DCMA, DCAA audit, and Corporate Contracts and/or Legal Department. Is responsible for all oral and written representations regarding assigned contract matters, to include responding to Requests for Proposal, negotiating Change Orders, reviewing and submitting Contract Deliverables, guiding customer change requests, and overseeing Contract Administration tasks. Must have exceptional written and oral communication skills.
MAJOR JOB ACTIVITIES:
Provides day-to-day oversight and supervision of the preparation, execution, interpretation, and administration of contracts consistent with contract terms and conditions, Federal laws and regulations, and corporate policies and procedures.
Manages contract modifications, proposals, and negotiations. May serve as the lead company representative in contract negotiations. Negotiates cost and contract terms with the customer. Insures that negotiations are successfully concluded.
Performs external customer liaison activities to include attendance at customer meetings, correspondence both verbal and written with customer personnel, and leading meetings with internal and external customers.
Makes recommendations to management to execute contractual documents such as modifications, Memorandum of Agreements, Administrative Change Letters, and Letters of Technical Direction. Reviews such contractual documents to identify scope and clause changes, funding or contract value changes, and provides input to support any risk associated with acceptance of modifications.
Develops and works with customers to create and process notification letters to customers involving scope changes, operational issues, and requests for assistance.
Involved in review of proposal documents in support of government requests for proposal. Also provides recommendation for changes to proposals, and verifies compliance with the government’s request. At times, involved in creation of proposal documentation.
Reviews Contracts deliverable requirements to the customer, and provides recommended changes. Submits Contracts deliverable requirements to the customer when necessary.
Provides internal customer support through guidance of contract requirements and process for changes to requirements.
Assists with creation or modification of contractual documents.
Perform other related duties as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Personal computer, Microsoft Windows and Office, printer, communications devices, and other general office equipment, to include networked printers, and scanners/OCRs.
Works in a general office environment. The working environment may require overtime or shift work. Working conditions also includes performing the requirements under certain time and resources constraints, and in difficult surroundings or conditions. Duties may occasionally involve working outside with a potential exposure to extreme temperatures. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures; up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.
Eyestrains and repetitive motion involved during peak periods of data entry. Work may require heavy lifting up, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.
MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
High School graduate.
Associates or Bachelor’s College degree or equivalent experience preferred.
MANDATORY JOB QUALIFICATIONS
As a precondition to charge more than 50% of their time to LOGCAP, must be able, willing and ready to deploy to domestic and international locations, including on a temporary basis and / or as a member of the Vectrus Rapid Deployment Team (RDT). These locations can include austere, remote, and hazardous areas where Personal Protective Equipment (PPE) may be required.
Experience: Minimum of 2-5 year broad-based U.S. Government contracts management experience, including experience with contract cost/pricing and proposal development preferred. Have a thorough working knowledge of the Federal Acquisition Regulations (FAR), DoD FAR Supplement (DFARS), contract law, and the RFP process.
Skills: Must have strong demonstrated business management, contract negotiation, and verbal and written communication skills. Ability to work independently or in a team environment. Basic level of proficiency with MS Office software.
