This position will report to the Director of Contracts and Pricing for the Engineering and Technical Services Business Unit.
The qualified candidate will support Naval Engineering & Mission Support contracts for NAVAIR. The ideal candidate shall have excellent communication and personal presentation skills. Understanding industry acquisition regulations and DoD/NASA/US Government policies will be critical for success. A successful candidate must possess a proven ability to work independently as a sole local department resource.
Essential duties and responsibilities include the following. Other duties may be assigned.
Review and negotiate customer proposals and contract terms to ensure compliance with company policy.
Prepare presentations and internal memorandums of the contracting terms, ensure documentation properly archived per company policy.
Provide interpretation and identify flow-down contractual requirements.
Interface as a key player with internal customers to assist with and support proposal and contract activity, including the review and approval process, proposal and submission.
Manage all aspects of the contracts function including but not limited to purchase order requisitions, acceptance and review in correct accordance with the contract, export compliance, claims, configuration change activity, application of contractual clauses.
Monitor the performance of various departments to ensure timely delivery of correct items and to anticipate contract problem areas and coordinate solutions.
Advise management of serious contract problems or potential problems.
Requests, proposes, negotiates contract modifications/amendments revising work scope, process, deliveries and/or other contract provisions.
Maintains liaison with customers to resolve contractual differences and communicate pertinent information.
Coordinates contract closeouts with regard to final billings and material disposition.
Assist in the development and implementation of department policies to ensure the efficiency and success of the department's functional responsibilities.
Understand current and potential intellectual property and company technology and how it should be contractually protected.
International contract experience and knowledge of GSA Schedules and acquisition lifecycles are a plus.
Minimum Skills, Education, and Experience
At least 6 years of contracting experience
Excellent communication skills
Excellent personal skills
MS Office typical usage
Deltek Costpoint, MS SharePoint skills desired
A bachelors degree in a related field, experience can be substituted for education
Active Secret Security Clearance. Top Secret Clearance highly desired.
