The Applied Physics Laboratory at the University of Washington (APL-UW) is a national center for advanced science and engineering research and development and education. APL has an outstanding full time opportunity for a Senior IT Manager.
The Information Technology Senior Manager provides IT strategy and leadership across all IT services within APL, having ownership of and being accountable for planning, strategy, budgeting, resource allocation, and professional development of a team of roughly 10 IT professionals. This position reports to the Executive Director of APL.
IT Department Operations:
Lead unified Laboratory-wide IT operations and supervise IT department staff, to include:
IT solution designs and implementation of IT strategies resulting in a secure and compliant modern/industry-standard IT infrastructure; establish formal best practices for IT service management; measure, evaluate, improve, and report on IT operations and performance with clearly defined Key Performance Indicators; prepare progress and budget reports for APL leadership and identified stakeholders; hire, support professional development and coaching, assure soft and technical skills maintenance for all members of the IT staff; and define standards, and policy and guidelines for technologies and SDLC processes used across APL’s various research related projects
Internal Customer and Stakeholder Satisfaction:
Engage APL IT customers and stakeholders to identify organizational technical and business enablement needs, lead IT demand / request / evaluation management and governance processes, improve satisfaction, increase awareness of IT services, fulfill compliance requirements, inform future IT needs, and promote innovation.
Information Security, Privacy and Compliance:
In coordination with APL leadership, principal investigators, research staff, IT staff and the Facility Security Officer, ensure the appropriate policies, procedures and controls are deployed and continuously managed to safeguard APL and APL’s customer data and assets. Ensure compliance requirements are clearly identified to and addressed by all APL staff. Partner with Laboratory IT staff and external compliance audit entities to support periodic audits and inspections and their outcomes.
Laboratory IT Strategic Plan:
Develop and maintain the APL IT Strategic Plan based on analysis of APL’s operational and business requirements for IT needs and systems, including security and other compliance conditions that must be met due to contractual and oversight obligations. Develop partnerships across the Laboratory’s research and administrative departments to monitor ongoing operational needs and forecast necessary adjustments to the Plan, accounting for potential Laboratory growth.
External Partner Management:
Cultivate and maintain collaborative relationships with UW Central IT and third party vendors for new or changed service delivery models. Leverage external partner expertise to proactively identify technology trends and best practices of benefit to the Laboratory. Negotiate service level agreements and contracts (in partnership with APL Business and Finance), and serve as the primary point of contact for their management.
Cross-campus IT Initiatives:
Support cross-campus IT and secure or restricted computing initiatives.
Lead cross-departmental teams within APL, and may serve as APL IT subject matter expert on cross-campus or cross-institutional teams.
This position will be the direct supervisor of roughly 10 IT staff ranging from IT professionals to student assistants. Initially, this new position will be tasked with staffing their team based upon their assessment of the Laboratory’s operational needs and development of the IT Strategic Plan. Staff titles known at present include an Assistant Director-Program Operations and two Senior Computing Specialists (for the classified computing systems). The future-state staffing structure will include titles representing the work of system administrators, system engineers, business analysts, IT project managers, an IT security manager and IT security officers. Some level of work appropriate for two to three Student Assistants is anticipated as well.
Bachelor's degree in Information Technology, Computer Science, Information Systems, Risk Assurance, or related field.
At least eight years of experience working in IT operations, including:
Directly managing technology teams, overseeing IT projects, budgeting, professional development
Experience with designing and building IT organizations that are optimized to support the needs and goals of the work environment
Experience with developing and executing IT strategic plans
Experience with measuring, evaluating, and reporting on IT operations based on Key Performance Indicators
Excellent understanding of: computer systems, security and risk management, network and system administration, databases, applications, cloud solutions, data storage systems, telecommunication systems, and IT project management
Strong working knowledge of information security policy, procedure, and controls
Strong interpersonal and communication skills across technical and business stakeholders
Excellent leadership and decision-making skills
Strong knowledge of security management standards and principles (e.g., NIST SP 800-171 / 800-53, NIST Cybersecurity Framework, ISO/IEC 27001 and 27002)
Proven ability to scale skills and experience to an organization similar to APL (size, structure, culture, etc.)
Ability to acquire and maintain a Department of Defense (DoD) security clearance
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Active Department of Defense security clearance.
