Jacobs Global Defense Solutions (GDS) is seeking to fill a Full Time Senior Contracts Manager position to support our Contracts Department in the Global Defense Solutions Support Center located in Fort Walton Beach, FL.
Job Duties & Responsibilities:
Prepare, issue and respond to Requests for Proposals/Task Orders from
Perform prime contract and subcontract administration functions in accordance with the FAR, supplements, and the ANS Operational Support Team Purchasing Manual
Negotiate prime and subcontract agreements and draft related documents and manage close-out activities for assigned contracts.
Act as primary point of contact relating to all Government Prime Contracting Officers (PCO’s); and, researches and assists in preparation to all Freedom of Information Act (FOIA) responses.
Support ANS assigned Program Manager and/or Business Manger on contractual matters relating to their programs
Record and manage key contract information including, but not limited to, the System for Award Management (SAM), Federal Awardee Performance and Integrity System (FAPIIS), automated internal contract briefs and any other various contract databases required by the federal government.
Conduct internal audits of ANS purchasing system processes and procedures for Government review.
Provide training on contracting related topics
Assist Director in managing and improving government contract/subcontract processes, Purchasing System, small business programs, support to company proposal development teams and other business projects as assigned.
Draft, review, negotiate and assist in educating JACOBS employees on a full range of government contract and subcontract documents, including teaming agreements, non-disclosure agreements and consulting agreements.
Advise Director of Contracts and/or Group Directors and Executives on a full range of Federal and State Government contract and subcontract related questions
Assist ANS leadership Contracts Department and Director of Contracts as assigned
Directly supports Government contracting and auditing officials’ requests on contracting issues

Education and Experience:
Bachelor’s Degree in business related area (contracting, acquisition management, accounting/finance, management, etc.) and 15 years DoD industry or government with contracting and/or subcontracting experience.
Master's Degree in business related area (contracting, acquisition management, accounting/finance, management, etc.) and 11 years DoD industry or government with contracting and/or subcontracting experience.
Must be able to secure and maintain a security clearance.
Knowledge, skills & abilities required:
Range Operations, Advisory and Assistant Services, Hardware/Software development programs and/or Research and Development associated with US Government Contracts
Must be self-starter with the ability to work well with others
Must have demonstrated ability to work independently, on tight schedules, and still provide high quality work
Excellent oral and written communication skills.
Computer literate with working knowledge of Microsoft Office products
Proven experience working with and an in-depth knowledge of the Federal Acquisition Regulation (FAR) and other US Government contracting rules and procedures, impacting Defense Contractors.
Experience ensuring contracts organization is properly and currently trained, organized and equipped (including appropriate processes and procedures) in order to perform contract/subcontract/purchasing administration and otherwise assist in managing the contracts organization.
Experience supervising, leading and mentoring junior staff.
Working knowledge of export Control rules and regulations as well as Foreign Military Sales activities
