The University of South Florida Institute for Applied Engineering (USF IAE) is a Florida not-for-profit corporation and USF Direct Support Organization organized to support and benefit USF including without limitation the USF College of Engineering. IAE provides agile, best value engineering products and services to enhance the performance, effectiveness and safety of its customers, including the Department of Defense; other federal, state and local agencies; and industry. IAE provides these engineering solutions in alignment with its core competencies: Autonomous Systems; Human Performance Enhancement; Data Analytics; Cyber and Electromagnetic Domain Security; and Transportation and Energy infrastructure. IAE is currently executing a number of contracts supporting Department of Defense and industry, to include a 5-year, $85M task order contract with United States Special Operations Command to provide applied research and advanced technology development products and services in support of their requirements.
The IAE Assistant Director for Contracts works with IAE researchers and program managers along with IAE contracts, finance, security and other IAE/University staff to execute sponsored contracts, grants and supporting subcontracts from proposal development through award closeout. This position requires extensive knowledge of Federal and Defense Federal Acquisition Regulations (FAR/DFAR). In addition, the position must interpret and apply other federal, state, university and IAE policies and regulations throughout the entire proposal development and contract execution process. The position helps ensure compliance of associated contract terms and conditions through use/establishment of associated IAE and USF internal controls. The position supervises IAE contracting staff to accomplish these tasks, and works closely with the Assistant Director of Business and Finance on several items including contract budgeting associated with pre- and post award, and final contract closeout. In addition, the position should have strong knowledge and experience with associated contracts law, to include a close working relationship with USF Office of General Counsel, which reviews all IAE contracts for legal form and sufficiency.
Some IAE positions require a security clearance.
Assists IAE researchers, program managers and business/finance personnel to develop cost and technical proposals and perform associated administrative review within USF as required. Acts as primary contracting manager on select proposals, and ensures all proposals are well-written, complete, accurate and consistent. Acts as a liaison with compliance specialists in USF Research and Innovation. Works closely with USF Office of General Counsel (OGC) to ensure proposals and contract award documents meet legal form and sufficiency requirements in order to expedite OGC review/approval.
In support of IAE researchers and program managers, coordinates with IAE business/finance personnel to oversee post award process (budgets, expenses, equipment, salaries, subcontracts, etc) in performance of IAE contract terms and deliverables. Advises IAE personnel on applicable federal and state regulatory and policy compliance requirements and Institute policy during pre- and post-award contract performance.
Acts as primary IAE contract compliance officer, to include balancing use of USF vs IAE-specific policies and procedures to ensure overall contract compliance. Includes use of USF's Internal Form and other USF procedures; works w/ IAE staff (Finance, Security, Export Control, Human Resources, Programs, etc) to ensure compliance implementation; and developing/implementing other best practices, policies, procedures, pre/post award checklists and internal controls for other government regulations compliance. Serves as primary interface with govt contract officers, DCMA & auditors.
Supervises and evaluates performance of IAE contracting staff as well as other FWS and OPS employees. Makes decisions, provides guidance and mentors IAE staff related to proposal writing, development and submission as well as federal, state, university, and IAE compliance.

This position requires a Bachelor's degree from a regionally accredited institution with a minimum of four years related exempt experience, including two years of supervisory experience.
At least five years of finance and accounting experience, specifically government contracting experience preferred. Strong knowledge/experience in FARs/DFARs as well associated compliance implementation.
Associated contract law experience to help ensure rapid contract review from Office of General Counsel. Excellent interpersonal and oral/written communication skills, to include technical and cost proposal development/review. Strong organizational and supervisory/leadership skills.
Ability to identify and accept/mitigate/avoid contract compliance risk items. Deep experience with DoD contracts from government/industry side. Strong knowledge of FARs/DFARs, compliance & risk management. Experience in federal contract management, including NDAs, teaming, subcontracts/flowdowns. Knowledge of cost and pricing data, COI,IP & govt property clauses. Fee negotiation.
