Requires mid-level experience in managing contractual programs from cradle to grave in support of Government (local, state, and federal) and non-Government contracts and subcontracts. Experience at this level also required in negotiating Teaming Agreements, Non-Disclosure Agreements, Consulting Agreements, and other contractual agreements. Contract Manager to provide analysis of contract profitability, manage closeout of contracts, and provide regulatory compliance overviews. Knowledge of FAR, DFAR, CAS and related agency implementing regulations is required. Experience with Joint Ventures and SCA contracts is preferred. Hands-on experience with all contract types including, but not limited to, Cost-Reimbursement, Firm Fixed Price, Time and Materials, and Labor Hour contracts/subcontracts.
Essential Duties and Responsibilities:
Provides “cradle to grave” contract management, to include developing, negotiating, and managing, of Government and/or non-Government contracts and subcontracts ensuring compliance with FAR, DFARS, and other government regulations.
Identifies potential contractual issues or conflicts, analyzes impact/ramifications, and works with Program Management staff, subcontractors, and suppliers to resolve problems.
Provides subcontract management to program teams to include developing subcontract solicitations to include Requests for Information, Requests for Quotes and Requests for Proposals.
Conducts analysis of Subcontract proposals with respect to T’s & C’s, appropriate FAR/DFAR clause flow-downs, and proposed price/cost. Manages the contractual process from cradle to grave.
Drafts, reviews, negotiates, and administers non-disclosure agreements, teaming agreements, independent consulting agreements, and purchase orders; interpret terms, assess business and legal risks, redraft contract clauses, if necessary, and provide strategies to minimize loss or liability.
Compiles and maintains all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
Manages closeout activities for contract programs in accordance with company close-out procedures for task order, delivery order, contract, and subcontract efforts.
Works collaboratively with Program Management to maintain a high level of customer satisfaction while managing multiple priorities.
Maintains an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the ProActive Contracts function and relevant company policies and procedures, FAR/DFARS, export, and other Government regulations.
Partners with Business Development by reviewing and executing Non-Disclosure and Teaming Agreements. Additional contract management activities include, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in proposal team meetings, and preparing the terms, conditions, and assumptions upon which the proposal may be submitted.

Manages the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) compliance regulations for the company

Education / Experience:
Bachelor’s Degree in Business, Supply Chain/Contract Management, Finance, or related field
Minimum 10+ years of relevant experience with government procurement, contracts, or subcontracts.
Equivalent work experience and professional certifications (Certified Federal Contracts Manager, or Certified Professional Contracts Manager) may be substituted for a degree.
Knowledge of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations are required.
Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
Experience with Joint Venture and SCA contracts is strongly preferred.
U.S Citizenship required.
Certificates and Licenses: Certified Federal Contracts Manager, Certified Professional Contracts Manager a plus but not required.
Computer Skills: Intermediate Level: To perform this job successfully, an individual should have knowledge of MS Office products including Word, Excel, and Power Point software, use the Internet, and use database software at intermediate level of proficiency to create and maintain more complex documents and data entries. May also work with databases to enter data for reporting through standard or ad hoc reports such as Deltek or other operations software applications. Must be able to audit, maintain, and create reports through intuitive report writing tools.
