SC Procurement Technical Assistance Center (SC PTAC) seeks to fill position for Procurement Counselor.
As a team member within the SC Procurement Technical Assistance Center (PTAC SC), the Procurement Counselor will help to implement the SC PTAC grant objectives by counseling and providing technical assistance to clients interested in contracting opportunities with federal, state, and local government. Based in Columbia, SC and responsible for regular tracking and client management, this position will serve clients located throughout the entire state. This is a grant funded position subject to ongoing yearly grant renewal. The Procurement Counselor will be part of a small but important office essential to the economic growth of South Carolina companies. This position requires experience providing technical assistance to companies interested in federal contracts, client management, and business development skills.
Job responsibilities:
(1) Independently consult with existing business owners, in person, over the phone or using video conferencing; assess and analyze business needs; assist in researching, planning and problem solving the full range of issues related to doing business with federal, state and local government agencies, provide expertise and assistance in understanding Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) as well as other related federal, state and local procurement contracting regulations; assist small businesses with contract management assistance needs;
(2) Assist clients with SAM, DIBBS, state/local government system registrations; provide assistance with socio-economic certifications, including state local related certifications (i.e. MBE/DBE, etc.); guide businesses through the process of bidding and performing on government contracts and subcontracts; guide businesses through the process of assessing their capacity for government contracting; and assist clients in preparation of GSA federal supply schedule proposals;
(3) Conduct market research with/for clients to determine target agencies; develop marketing strategies related to government customers; facilitate, participate, and attend outreach events throughout the state; developing and maintaining partnerships with similar programs (i.e. SBA, SBDC, SCORE, etc.); and
(4) Continuous, self-driven education for best practices and sharing with team members to improve SC PTAC's efficacy. May include travel to conferences and workshops where appropriate.
Advertised Minimum Qualifications :
Master's degree in related field and 3 years related program experience, or bachelor's degree and 5 years related experience, or equivalency.
