This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years. This position is located in the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), College of Strategic Security Cooperation (CSSC), located in Arlington, VA or Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Institue for Security Governance (ISG) in Monterey, CA.
DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges.
DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers the education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC workforce and enabling partner nations (PNs) to effectively and responsibly manage their security institutions. Through the work of DSCU, U.S. and PN personnel become SC community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control over the military, and respect for democracy and international human rights.
DSCU educates the security cooperation workforce and other members of the security cooperation enterprise to think creatively and critically in applying security cooperation to support national security and foreign policy objectives.
The College of Strategic Security Cooperation educates the security cooperation workforce and other members of the security cooperation enterprise to think creatively and critically in applying security cooperation to support national security and foreign policy objectives.
The ISG is the Department of Defense’s leading implementer for Institutional Capacity Building (ICB) and one of the primary international schoolhouses. As a component of the DSCA, ISG is charged with building partner institutional capability through tailored advising, education, and professional development programs grounded in American values and approaches.
We are looking for enthusiastic, dynamic, and talented individuals with expertise and significant experience in an international context to perform in one of the following positions:
College of Strategic Security Cooperation
Serves as a Women, Peace & Security (WPS) Instructor as well as an advisor to implementing this topic in other security cooperation courses at Defense Security Cooperation University. Incumbent will develop and teach advanced, tailored instruction to prepare students to be effective at creating, advising, and implementing WPS initiatives with partner nations based on U.S. National Security Strategy and other guiding documents. They will develop and conduct faculty development sessions to enhance WPS familiarization. Responsibilities will include, but not be limited to, leading curriculum development efforts, delivering lectures, mentoring and other related educational activities to increase the understanding of WPS principles.
Serves as a Capability Development Instructor as well as an advisor to implementing this topic in other security cooperation courses at the Defense Security Cooperation University. Incumbent will develop and teach advanced, tailored instruction to prepare students to analyze, design, and assess programs that develop warfighting and institutional capabilities in partner nations. They will develop and conduct faculty development sessions to enhance capability development familiarization. Responsibilities will include, but not be limited to, leading curriculum development efforts, delivering lectures, mentoring and other related educational activities to increase the understanding of capability development principles.
Serves as a Civilian Harm Mitigation (CHM) Instructor as well as an advisor to implementing this topic in other security cooperation courses at Defense Security Cooperation University. Incumbent will develop and teach advanced, tailored instruction based on the Civilian Harm Mitigation and Response Action Plan and DoD Instruction on the topic. Instructor will prepare students to be effective at working within the institutional architecture and supporting processes to mitigate and respond to civilian harm by optimizing the efficacy of U.S. military operations. They will develop and conduct faculty development sessions to enhance CHM familiarization. Responsibilities will include, but not be limited to, leading curriculum development efforts, delivering lectures, mentoring and other related educational activities to increase the understanding of CHM principles.
ISG
Serves as a Regional Program Lead or Country Program Lead in the key ICB advising position to support the planning, design, execution, and monitoring of country-level ICB initiatives, in addition to other faculty tasks. This position requires knowledge of change management concepts and techniques including advising/consulting methodologies. In addition, knowledge of a global region or sub-region is required. This position requires the ability to effectively engage with senior-level and mid-level stakeholders and partner nation personnel to orchestrate change management activities leading toward desired outcomes.
Serves as an Acquisition and Logistics Instructor supporting and participating in ICB advising and educational programs primarily for international partners, among other faculty tasks, in the topical area of acquisition and logistics. This position requires knowledge of security sector logistics and acquisition topics such as deployment and distribution, supply, maintenance, operational contract support, supply chain management, lifecycle costing, defense sector acquisition, negotiating contracts, contract management, managing complex defense projects, and building accountability in logistics and acquisition programs.
Serves as a Cyber Instructor supporting and participating in ICB advising and educational programs primarily for international partners, among other faculty tasks, in the topical area of cyber capabilities. This position requires knowledge of cybersecurity strategy and policy development, developing cyber organizations and a cyber workforce, cyber operational integration, cyber-attack trends, vectors, vulnerability, and risk, and cybersecurity frameworks, security plans, and controls.
Serves as a Security Governance Instructor supporting and participating in ICB advising and educational programs primarily for international partners, among other faculty tasks, within the broad topical area of security governance, such as: civil-military relations, civilian harm mitigation systems and processes, protection of civilians procedures, modernization of armed forces, security sector design, integration of women in the defense sector, gender and security analysis, irregular migration, internal armed conflict, counterterrorism, peacekeeping operations, emergency management, and national resilience.
Serves as a Maritime Security Instructor supporting and participating in ICB advising and educational programs primarily for international partners, among other faculty tasks, in the topical area of maritime security. This position requires knowledge of the strengths and limitations of typical maritime domain awareness collection and analytical systems, workforce development for maritime professionals, preventing/responding to maritime disasters/incidents, grey area phenomena and transnational maritime threats, interagency support requirements for the maritime sector, maritime law and law enforcement, maritime search and rescue, and maritime installation/port security.
Serves as a Knowledge Instructor supporting the ICB and international education mission of the University through the creation of knowledge, integration, or outreach products related to the practice, among other faculty duties. Incumbent may participate in or provide support to ICB advising and educational programs primarily for international partners.
Serves as a Support Instructor supporting the ICB and international education mission of the University by designing and/or implementing learning, change-management, or execution support systems. Incumbent may participate in or provide support to ICB advising and educational programs primarily for international partners.
Serves as a full-time forward-located, Resident Advisor to an international partner. Incumbent is dedicated to the specific advising mission in support of the partner, which will require knowledge of change management. Other subject matter will be related to the peculiarities of the country ICB project to include acquisition and logistics, cyber, maritime security, civilian harm mitigation, intelligence, operational doctrine development, professional military education, etc.
In addition, the following duties will be performed:
• Prepare and execute education and training programs, advise partner nation officials, provide expertise to U.S. officials, and conduct research and writing. • Support the development and review of instructional materials and other intellectual content. • Create and deliver lectures, seminars, advising and instruction in assigned area. • Develop major segments of the core curriculum/advising program to include planning, developing course materials, identifying readings, and other instructional resources. • Provide academic advice to students to facilitate an understanding of and a capacity for scholarship, independent judgment, academic rigor, and intellectual honesty. • Participate in academic or professional research to create new knowledge or solutions related to security cooperation and institutional capacity building topics and to the more specialized topics of their practice area/discipline.
Qualifications:
Master’s degree from a regionally or nationally accredited university in a relevant functional area required: international relations, foreign affairs, economics, business administration, history, political science, defense and strategy, or a related field that supports DSCU’s programming, research, and analysis needs.
Five or more years of experience in regional or functional topics relevant to SC/ICB that align with OSD-Policy priorities. Experience shall be of sufficient depth or breadth as to establish expertise within a particular professional discipline relevant to the security sector such as defense acquisition and logistics, cyberspace defense, operations/functions of a ministry, regional politics or security, military operations, or implementation of the U.S. security assistance/cooperation system.
Experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia. Documented intellectual contributions in area(s) of expertise.
Experience developing and revising instructional or advising content or materials.
Must be able obtain and maintain a Secret clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening,
weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or
commercial aircraft.
Males born after 12-31-59 must be registered for Selective Service.
This is a SC (SC) position due to the nature of the position’s duties and responsibilities. Incumbent must attain DoD SC Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program," and any future amendments thereto.

Salary Range for Arlington, VA: $76,574 - $190,605
Salary Range for Monterey, CA: $57,796 - $143,864
