The Department of Defense conducts Institutional Capacity Building (ICB) in support of allied and partner nation efforts to improve defense governance and management and enable achievement of shared security objectives. ICB professionals provide institutional consultation, conduct advising engagements, workshops, seminars and working groups and related efforts to allied and partner institutions and core personnel. ICB programs are driven by U.S. strategic objectives and shared partner interests, focus on building and enabling key partner capabilities, and are tailored to partner nation unique political and institutional dynamics. ICB professionals share an ethos of partnership between the U.S. and partner nation and high quality practice in the delivery of advising and educational programming. As a core component of Security Cooperation (SC), ICB is a critical element to successful long-term capacity building with a partner and central to the development of the SC Workforce.
This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years, indefinitely. This position is located in Arlington, VA. A recruitment or relocation incentive may be available for a selectee willing to relocate and work from the Arlington, VA.
This position is in the Department of Defense (DoD), Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), Institutional Capacity Building (ICB) Directorate.
DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners to encourage and enable allies and partners to respond to shared challenges.
DSCU is the DoD’s center of intellectual life for security cooperation. DSCU delivers education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC Workforce and enabling partner nations to manage their security institutions effectively, efficiently, and responsibly. Through the work of DSCU, U.S. and partner nation personnel become security cooperation community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control of the military, and respect for democracy and international human rights.
We are looking for an enthusiastic, dynamic, and talented individual with expertise and significant experience in an international context demonstrating the ability to perform and master the following roles:
Serves as a Senior Lecturer of Practice in institutional capacity building and a subject matter expert who leads the development, documentation, and advancement of an official and shared ICB doctrine and methodology.
Facilitates and supports the development and advancement of new, and update of existing, approaches and models for the practice of ICB in collaboration with DSCU ICB faculty and other ICB subject matter experts.
Collaborates with ICB and security cooperation assessment, monitoring and evaluation (AM&E) teams to identify, document and share lessons learned, best practices, and appropriate case studies and examples. Works with AM&E personnel to shape relevant tools to better inform and enable the advancement of the practice of ICB.
Acts as an enabler for the incorporation of ICB doctrine, methodology and relevant aspects into security cooperation curriculum.
Works with ICB and SC workforce development personnel to support the advancement of ICB professionals and of ICB as a component of security cooperation within the larger professional workforce.
Supports ICB and SC knowledge management to establish systems, processes and procedures that enable information capture to inform ICB doctrine, methodology and approach development.
Supports the planning, monitoring, and plans, designs, and implements cyber advising and education missions at the strategic and operational levels with international partners.
On occasion, participates in advising teams to develop partner institutional capacity and capabilities.
Engages with defense and security institution leaders and staff to assist them in understanding and shaping ICB strategy, policy, and plans.
Contributes to the professionalization of ICB by providing timely mission feedback, modeling best ICB advising practices, and in the development and improvement of ICB products and resources.
Participates in academic and professional research to create new knowledge or solutions related to security cooperation and institutional capacity building topics.
Participates in ICBD and DSCU’s self-governance by serving on standing and ad hoc committees and working groups.
Actively contributes to developing and maturing an ICB community of practice.
QUALIFICATIONS: Your resume must support the following requirements to be considered for the position. Please ensure transcripts reflecting a conferred Master’s degree are also provided with your application:
Master’s degree from a regionally or nationally accredited university in a relevant functional area required: international relations, economics, foreign affairs, history, political science, business administration, change management, defense and strategy, or a related field that supports DSCU’s programming, research, and analysis needs.
Seven or more years of experience in regional or functional topics relevant to SC/ICB that align with OSD-Policy priorities. Experience shall be of sufficient depth or breadth as to establish expertise within a particular professional discipline relevant to the security sector such as defense acquisition and logistics, cyberspace defense, operations/functions of a ministry, regional politics or security, military operations, or implementation of the U.S. security assistance/cooperation system.
Experience in the development of doctrine and methodology in a collaborative environment.
Experience in leadership, management, strategy, or planning roles in government, military, private sector, or academia.
Documented intellectual contributions in area(s) of expertise.
Must be able obtain and maintain a Top Secret/SCI clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or commercial aircraft.
Males born after 12-31-59 must be registered for Selective Service.
This is a SC (SC) position due to the nature of the position’s duties and responsibilities. Incumbent must attain DoD SC Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program," and any future amendments thereto.
