The Institute for Security Governance seeks a Senior Lecturer to serve as Regional Program Lead (RPL) for institutional capacity building programs. The RPL will join the team as afaculty member who will lead, manage, and orchestrate a team of government and contractor faculty/experts who directly contribute to Partner Nation institutional capacity building, and general Security Cooperation. This position will support various Security Cooperation programs and functions. The RPL will prioritize resourcing, planning, and monitoring and will adapt specific country projects. As an instructional faculty member, the incumbent will be responsible for advising partner defense and security institutions, enabling ICB within U.S. security cooperation, facilitating and developing project learning objectives, and formally teaching in multiple environments in support of ISG missions and activities.
This is a temporary appointment for one year with likely potential to extend an additional two years in one-year increments. The duty location is planned for remote. If the selectee will work from either the Monterey or Arlington ISG offices, this is beneficial, and a relocation incentive may be possible. Note, the pay range listed in this announcement is for base pay. Locality pay will be added once a selection has been made. Under the DSCU AD pay scale, depending on locality pay, total pay can reach $204,000.

DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers education, training, research, and analysis to the U.S. Security Cooperation Workforce and the institutional capacity building to our allies and partners to meet the current and future global security cooperation mission.
DSCU supports DSCA’s congressionally directed mission of training, educating, and providing for the long-term development of the SC Workforce and enabling Partner Nations (PNs) to effectively, efficiently, and responsibly manage their security institutions. Through the work of DSCU, U.S. and PN personnel become SC community practitioners and responsible, effective members of security establishments committed to the rule of law, civilian control of the military, and respect for democracy and international human rights.
The Institute for Security Governance advances U.S. national security and foreign policy objectives through the application of programs and activities that enhance partners’ institutional capabilities to address shared security challenges. ISG is a DSCU capacity-building functional institute that serves as DoD's primary institutional capacity building designer and implementer, in addition to being an international schoolhouse, operating within DSCA's broader SC mandate to train, educate, advise, and support foreign partners. Located at the Naval Support Activity Monterey (NSAM) in Monterey, California, ISG executes over 600 partner-facing activities annually.
We are looking for enthusiastic, dynamic, and talented individuals with expertise and significant experience in an international context to perform the following duties:
The Senior Lecturer is a regional expert who serves in the key Institutional Capacity Building (ICB) advising position to support the planning, design, execution, and monitoring of country-level ICB initiatives, in addition to other faculty tasks.
Requires knowledge of change management concepts and techniques including advising/consulting methodologies. In addition, knowledge of a global region or sub-region is required.
Requires the ability to effectively engage with senior-level and mid-level stakeholders and partner nation personnel to orchestrate change management activities leading toward desired outcomes.
Prepares and executes education and training programs, advises partner nation officials, provides expertise to U.S. officials, and conducts research and writing.
Supports the development and review of instructional materials and other intellectual content in support of the University’s mission.
Prepares and delivers lectures, seminars, advising, and instruction in assigned areas, either functional, geographic, or both.
Participates in academic or professional research to create new knowledge or solutions related to SC and ICB topics and to the more specialized topics of their practice area/discipline.
Attends conferences, meetings, seminars, and lectures to keep abreast of developments in SC and ICB; makes recommendation on incorporation of new developments and research findings into university offerings; and provides advice to university leadership, to fellow faculty, and throughout the SC enterprise in the area or expertise.
Participates in DSCU self-governance to support the academic mission of the University in its use of technology and services impacting teaching, learning, research, advising, and scholarship.
QUALIFICATIONS: Your resume must support all of the following requirements to be considered for the position. Please ensure transcripts reflecting a conferred Master’s degree are also provided with your application:
Master’s degree from a regionally or nationally accredited university in a relevant functional area required: international relations, economics, foreign affairs, history, political science, business administration, defense and strategy, or a related field that supports DSCU’s programming, research, and analysis needs.
Seven or more years’ experience in regional or functional topics relevant to security cooperation/institutional capacity building that align with OSD-Policy priorities. Experience shall be of sufficient depth or breadth as to establish expertise within a particular professional discipline relevant to the security sector such as defense acquisition and logistics, cyberspace defense, operations/functions of a ministry, regional politics or security, military operations, or implementation of U.S. security assistance/cooperation system.
Seven or more years of experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia.
Documented intellectual contributions (i.e., publishing, public speaking, workshop/conference participation) in area(s) of expertise.
Experience in developing, assessing, executing, evaluating, and revising resident and relevant virtual curricula and/or partner nation advising materials.
CONDITIONS OF EMPLOYMENT:
Must be a United States Citizen.
Must be able obtain and maintain a Secret clearance.
Must be able to pass pre-employment and random drug testing.
Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Must be able to travel away from the normal duty station on military or commercial aircraft.

This is a SC (SC) position due to the nature of the position’s duties and responsibilities. Incumbent must attain DoD SC Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program," and any future amendments thereto.
